David Nephi Johnson, 54, the chairman of the Wasatch County Republican Party, was arrested and charged Wednesday with aggravated child abuse, a first-degree felony, after shocking allegations that he allegedly waterboarded his teenage daughter as a form of punishment.
The investigation began on January 21 when Utah’s Division of Child and Family Services received a report from Johnson’s daughter, who told authorities that she feared for her life at home.
According to the police affidavit, Johnson punished the teen for not cleaning her room to his standards.
The girl reported that her father “grabbed her by the back of the neck, took her into the bathroom while the sink was filling with water, dunked her head under, brought it out, splashed water in her face, and then repeated the act.”
She said she could not breathe for approximately 20 to 30 seconds, describing the experience as being waterboarded.
The teen also disclosed multiple incidents involving her siblings, including a younger brother, who she said Johnson subjected to similar treatment.
“He took him into the bathroom, forced his head under water, splashed water on his face and nose, knocked him down, and repeated the act multiple times,” the affidavit states.
The girl said she does not feel safe in her home.
Johnson was booked into the Wasatch County Jail and appeared in the 4th District Court on Wednesday. At the time of publication, the investigation is ongoing.
The arrest prompted strong reactions from both political parties and the public.
The Wasatch County GOP Executive Committee issued a statement emphasizing concern for children’s safety while temporarily placing Vice Chair Patty Sprunt in leadership.
“The safety and well-being of children are of paramount importance to our party and our community. We encourage the public to refrain from judgment until the facts and evidence have been presented,” the statement said.
Meanwhile, the Utah Democratic Party called for full accountability.
“No matter the party, anyone in a position of public trust should be held to the highest possible standard,” their statement read.
“When allegations involve harm to a child, there is no room for excuses. These accusations are horrifying. If proven, there must be real and public consequences — no quiet exits, no sweeping this under the rug.”
Online, the story sparked widespread outrage.
Many social media users expressed disgust at the alleged abuse, criticizing Johnson’s actions and the GOP’s so-called “family values.”
Some highlighted the need for child protection and strict legal consequences, while others debated the exact nature of the abuse described.
“Its child abuse, pure and simple,” one user wrote.
Another added, “There is never a reason to hold a child’s head under water. Period.”
Some questioned the mother’s role in protecting the children, while others stressed that anyone in a position of authority must be held accountable.
Authorities continue to investigate, and the community is closely monitoring the case as they await updates on charges and potential court proceedings.
